In addition to the performance standards set
forth in this chapter for regulating and controlling the emission
into the open air of smoke, dust, odorous, toxic and noxious matter,
no vent (herein defined as an opening in an enclosed structure or
other enclosed system for discharging substances to the open air)
shall be so located nor matter emitted of such characteristics or
in such quantities as to be detrimental or dangerous to the public
health, safety, comfort or other aspects of the general welfare or
to cause damage or injury to property. No open fire, the combustion
air for which is uncontrolled in quantity and direction, and no incineration
or burning of waste solids shall be permitted within the ED-A District.
