§ 101-3. Parking.

  • A. 
    Parking of vehicles on the paved and traveled portions of county and state highways within the Village is hereby forbidden.
    B. 
    Parking of vehicles on paved areas of Village streets is hereby forbidden, except that nothing herein contained shall be construed so as to prevent the Police Department from granting temporary permission, upon the request of a resident, and such permission shall not be unreasonably withheld, for guest parking to be permitted in front of and about such resident's premises if no driveway space is available for the purpose, but in no event shall overnight parking of vehicles be permitted on any street within the Village.
    C. 
    No vehicle shall be parked on any street within the Village within 30 feet of any street intersection.
    D. 
    Vehicles parked on Village streets shall be parked so that they shall not interfere with the ingress to or egress from driveways in the vicinity.
    E. 
    No vehicle shall be parked in such a way as to reduce the usable width of any roadway available for moving traffic to less than 15 feet.
    F. 
    No vehicle shall enter upon or park on any property owned, operated or maintained by the Village, unless lawfully authorized, and then only in such manner and at such times and places as may be specifically designated for such purposes by appropriate signs and markings. No vehicle shall enter upon or park on any property within the Village except through a designated entrance or curb cut approved by the Village Planning Board.
    G. 
    All vehicles, while standing, must have the right side of vehicle parallel and no more than 12 inches from the curb or curblines, except where otherwise specified.
    H. 
    No vehicle shall be parked within 15 feet of a point on the curb or curbline nearest to any fire hydrant.
    I. 
    Parking of a vehicle on a plot zoned other than for residence within the Village by any person who is visiting some other property or plot within or without the Village, while said vehicle is so parked, or is employed at another property or plot within or without the Village, while said vehicle is so parked, or is engaged in an occupation which requires such person's physical presence in or on some other property or plot within or without the Village is hereby forbidden.
    J. 
    Parking or proceeding of a vehicle into an area of pavement marked with diagonal hatch lines is hereby forbidden.

    K. 
    Notwithstanding anything contained in this section to the contrary, parking for no more than 30 minutes shall be permitted on Village streets located within or between business districts (as indicated on the Official Zoning Map) between the hours of 9:00 a.m. and 5:00 p.m.

    L. 
    Wherever a space shall be marked off on any street or in any Village parking area for the parking of an individual vehicle, every vehicle parked shall be parked within the lines bounding such space. It shall be unlawful to park any vehicle across any line or marking of a parking space or in such position that the vehicle shall not be entirely within the area designated by such line or markings.

    M. 
    No person shall stop, stand or park a vehicle in any place so posted as restricted to handicapped parking unless he is a holder of a valid special parking permit for the physically handicapped, issued by a federal, state or local agency, or is the operator of a specially registered vehicle for the physically handicapped, issued by a federal, state or local agency, and in both cases, such vehicle is being used at that time for the transportation of a physically handicapped person.

    N. 
    The provisions of this Chapter 101 shall apply to vehicles on parking areas, driveways or private streets or roadways of a private property if:

    (1) 
    The owner of such property has so requested, in writing; and
    (2) 
    The Chief of Police has filed with the Village Clerk a report certifying that such enforcement is required in the furtherance of public health, safety, peace and good order.
